You can try to set slime-path ala

 (setq slime-path "/usr/share/common-lisp/source/slime/") 

Keep the trailing slash, just in case.  After that you should at least
be able to load swank-loader.lisp.

It would be good to report this problem to the maintainers of the Ubuntu
package:  http://packages.ubuntu.com/feisty/devel/slime
