If I understand the situation correctly, the only CLIM applications
that clients of commercial Lisp systems use are legacy applications
that are not developed further. As long as CLIM is maintained intact
and available on new releases of the Lisp implementation, the clients
are happy.

Not exactly. I am suggesting that the developers around McCLIM are
probably the best suited to making the standard evolve, so I am
suggesting that we work on clarifying and fixing the document in ways
that would alter it as little as possible, and then that we make
McCLIM a correct implementation of that fixed-up standard.
