[Ecls-list] CVS lock removed

The ecl-test repository has had an administrative lock for quite some
time. This lock prevented not only checking in new code, but also
checking out an anonymous copy. Finally Sourceforge has given us
maintainers the ability to remove those locks, which I did today.
