ok, fixed, no changes to uffi neccessary (a few changes to my mind were 
however in order).

in particular bese-2004 at common-lisp.net/cl-icu--dev--0.1--patch-5 is a 
working (with cmucl and an unmodified uffi) version of cl-icu.
