ok, i have updated cl-icu to not use (* :void) where it really should 
be using :pointer-void.

however, the bug in uffi regarding signed vs unsigned bytes in foreign 
string remains. it should now be sufficent to run the latest cl-icu 
using a uffi with patch-3 (to be precise: 
uffi--cmucl-void-pointers--1.4--patch-3) applied.
