[asdf-install-devel] Patch for Windows tar execution

Hi Dan,

My darcs still doesn't like your patch file (or what I'm doing with  
your patch file!) but I was able to pull the patch from your  
repository with no problems. All the usual tests pass.

Unless there are complaints or worries, I'll upload everything in the  
next day or so.

Thanks again for your work (and thanks to all the other contributors  
too!).
