[Ecls-list] Building 64 bit ECL on Windows

Hi Serhiy,

I reviewed your patches and uploaded them. I am now conducting some tests
to verify nothing else is broken in other platforms.

The problem with GMP might be an indication that moving to its fork, MPIR.
