[Ecls-list] build broken when ENABLE_DLOPEN not defined

Hello,

The ecl_make_codeblock function in src/c/ffi/libraries.d should
probably be moved out of the #ifdef ENABLE_DLOPEN block because it
breaks the build on platforms that don't define that.
