[Ecls-list] Format.d bringup [0/14]

Hello,

This is a series of patches to get format function in format.d
in working state.

Currently when building with --without-cmu-format flag the build
fails completely. With these patches the build process can finish
succesful and the built binary is usable. The patches corrects
errors and adds missing functionality. The only missing feature is
pretty printing but I don't think that's something which should
be implemented for the old format function (it would most likely
be duplicating CMU Format pretty printer).
