[Ecls-list] with-clos-streams=no => without cmu format

It seems that if I specify --with-clos-streams=no, with-cmu-format gets
disabled, too. Is that intended?

Build without CMU format seems to be deliberately broken:

../ecl/src/c/format.d:30:2: error: #error "The old version of FORMAT is broken"
