[Ecls-list] Mac: HAVE_NANOSLEEP

Hi,

is there any serious reason for the #undef HAVE_NANOSLEEP on Mac (in
time.d)?
I tried to outcomment the #undef, and it seems to work just fine (I need
this for an interactive GUI development loop).

In addition, I needed to patch the current SERVE-EVENT to have milliseconds
available (for the same reason as above).

So, if anybody is aware of any reason not to use milliseconds (OS X) in
either SLEEP or SERVE-EVENT, please tell me, thanks.
