[Ecls-list] Pre-built ECL 10.4.1 and other ECL related downloads for Win32

I just noticed the ecl.nsi file! I didn't use that. There is no install
process - you just need to unzip the file, and you will immediately have 4
separate builds of ECL built from 4 separate copies of the ECL 10.4.1 source
tree, so you can conveniently link against the ECL build of your choice.
