Meaning flexi-streams::external-format.

Little more general thinking.

If speak of flexi-streams, it doesn't support JIS encodings.
In theory, if Lisp compilers are able to reuse external encodings
implementation, adding JIS to flexi-streams will produce wider
effect than JIS implementation only for one Lisp system.

On the other hand, if compare to Java, which has well defined
API for character encodings, implementation of encoders is
anyway shipped with JDK, i.e. JDK suppliers still reimplement
it. I don't know, perhaps this is still more convenient.
