I had forgotten that there is actually a project in common-lisp.net to
solve all the readline issues:
http://common-lisp.net/project/ecl-readline/
It needs updating, but can probably be fixed.

In any case, as Stallman insisted, ECL itself cannot grab or install
that component, not even in "optional" mode.
