[Ecls-list] Added wiki page for windows

I have been using ecls on linux for sometime now and am now beginning to use
it on Windows. I ran into some small issues while building ecls / getting
asdf-install working on windows. So Ive created a page identifying the
gotchas. From the mailing list I gather that other people also use ecls on
windows. For all such people, please feel free to update this page with your
wisdom. I could learn from your late night sessions.
