[Ecls-list] MSVC build not making ECL.dll in 0.9h ?

FYI ... I just refreshed from CVS and did a clean build with MSVC 6.0 
(on XP) and everything was OK.
ie. I get libs, dll and exe.

My only change to Makefile was "ECL_THREADS = 1"
