[Ecls-list] Win32-bridge for ECL

For people who are curious and want to play with it, I attached a Win32-FFI-bridge
I wrote. At the end of the file, there is some test code (win32::do-test). To be
usable, the file needs to be compiled with user32.lib, kernel32.lib and gdi32.lib.

Even if this kind of interface is useless, it demonstrates the the UFFI implementation
in ECL *is* usable.
