[Ecls-list] *compile-verbose*

Hello,

I tried to make #'compile-file respect *compile-verbose* (and also
added a command line parameter). I gratiously set
*suppress-compiler-notes* as well as *compile-verbose* in
compile-file. Also I conditionalized some formats in cmputil.lsp. I do
not know if this is considered "correct".

Btw, *first-error* is not used anywhere. At least grep says so. ;)
