[Ecls-list] with-local-gmp

Hello,

when configuring with --enable-local-gmp compiling an application including ecl.h fails with the following errors:

In file included from plugin.c:39:
/usr/local/lib/ecl/h/ecl.h:26:17: gmp.h: No such file or directory

This can be fixed by adding the an appropriate -I flag to GCC. But this seems reduntant as I had to specify this include to configure ECL, too. I remember that --enable-local-gmp worked correctly some time ago, when it was more "verbose" about compiler flags.

Is this intended behaviour?
