[Ecls-list] exception handling (again)

I didn't realize that a segv would trigger an exception.  What other
signals are caught?  How will it interfere with ECL for my app to
register its own signal-handlers?

    Wrong type argument to a compiled function.
    0 is an illegal frs index.

    Bind stack overflow.
