[Ecls-list] `format': ~C acting the same as ~:C?

Unarchiving a clean 0.9 and applying the new patch seems to stop ecl from
building with this error:

This is on RedHat GNU/Linux 6.2, patched up, GCC 2.91 with ecl configured
with the command "./configure --prefix=/usr/local/stow/ecl --with-tcp".
