[climacs-devel] command input context

Hi,

This patch, basically from Tim Moore, places a command input context
at the toplevel; this is needed for my tabcode app, so that mouse
clicks in a separate window can run commands.  Light testing hasn't
revealed any problems with it.

(Next most annoying climacs bug/feature, from my point of view: C-x b
resets the syntax of buffers.  :-)
