[cl-l10n-devel] enable/disable-l10n-syntax

Hello,

The attached patch implements two new macros (enable- and disable- 
l10n-syntax) similar to the ones found in cl-interpol and clsql. The  
patch depends on cl-l10n-external-formats.diff.

     * i18n.lisp (enable-l10n-syntax, disable-l10n-syntax): New macros.

     * package.lisp: Export them.

     * tests.lisp (reader-syntax.[1234]): New tests using the new
     macros.
