[cl-l10n-devel] OpenMCL "port"

Hello,

These are mostly workarounds for strange OpenMCL bugs. OpenMCL passes  
all the tests with this patch which depends on the previous cl-l10n- 
external-formats.diff.

2006-04-15 Luís Oliveira  <loliveira at common-lisp.net>

     * locale.lisp (getenv): Add OpenMCL's getenv.

     * parse-time.lisp (convert-to-unitime): Add workaround for a bug
     in OpenMCL's encode-universal-time.
     (pick-obvious-year): New function.

     * load-locale.lisp (load-locale): Use :unix external-format for
     OpenMCL.
     (create-number-fmt-string, create-money-fmt-string): Add
     workaround for a bug in OpenMCL's ~D format directive.
