[cl-debian] new darcs repositories for clisp

Hi,

I finally managed to get 2.39 converted to darcs so I rebased my darcs 
repositories on the tailor output. I also created a wikipage 
http://wiki.debian.org/PackagingWithDarcsAndTailor to document the process, 
but I have not finished writing that page...
