[Bese-devel] Small announcement (ucw tutorial)

Hello.

My two cents.

With the same scope, understanding UCW, I wrote QUICKSTART
and QUICKSTART_DEV you can find in 'docs' directory.

QUICKSTART is aimed to install and to configure UCW, while _DEV
is aimed to create a very simple application.
