is it safe to assume that in all modern code sets (iso-ABC-X, utf-ABC,
etc.) the bytes from 0 to 128 correspond to 7 bit ascii?

in other words: can i assume that whatever encoding/decoding is
enabled (code-char X), for 0 <= x < 128, will return the same thing on
all lisps?
