[asdf-devel] New release candidate pushed

This one puts the values in SYSTEM-DEPENDS-ON,
SYSTEM-DEFSYSTEM-DEPENDS-ON, and SYSTEM-WEAKLY-DEPENDS-ON in canonical
form before returning them.

It also bundles fixes from Faré.
