[asdf-devel] unnecessary recompilation of source files

First of all, please do

  (sys:update-allegro)

which will get your ASDF up to at least 2.31.9.

Then see if the problem continues. If it does continue then I think you
will have to provide a bit more detail and preferably an example by which
one could replicate your problem. From your description it is not clear if
you have several Allegro instances building systems in parallel, or what is
going on.
