[asdf-devel] CONSTANTLY in HANDLER-BIND

Hi,
MODULE-PROVIDE-ASDF used CONSTANTLY in HANDLER-BIND to define a handler.
IIUC, this merely delegates error handling further, so it is more or
less dead code.
Is this intentional?
