[armedbear-devel] One more change for 0.17: FASL format update

During the coming into existence of 0.17, there was an API change with
respect to binding specials. This api change allows quick local access
to the binding generated. However, the function for which the api
signature is changed, is part of our generated .cls files (FASLs).

Hence, I conclude we need a FASL version increment before 0.17 - which
hasn't happened yet.
