[admin] Can't subscribe to `announcements' list

I've been thinking about it for a while, and while there might be
reasons, It certainly is disfunctional as it is right now.

The only reason I can think of for this configuration is that if
someone wants to subscribe a list, he does not want the confirmation
message to go to the whole list.
