Are you using the latest version of usocket?  If so, maybe it doesn't
support SBCL on Windows correctly (or not at all)?

Otherwise, see Hans' reply - none of us uses one of the open source Lisps on
Windows, so you're on your own.  Help is of course always appreciated.
