C-c C-t prints the status.  So, if you can't remember whether a
function is traced: toggle two times.  But I guess most people don't
bother to think so far; the enable/disable version of the commands is
probably easier to use than the toggle variant.

The prefix argument was already used for another purpose: to enable
(unreliable) parsing on the Emacs side, for labels etc.  I would prefer
to disable that parsing instead of enabling it.
