the semantics of the second parameter to slime-read-port-and-connect
is the number 0.2sec retries to perform check for the swank-port-info
file existence before failing.

the question why is this feature not used -- both callers in slime.el
specify this parameter as nil, effectively ignoring this graceful
degradation feature...
