Your XEmacs doesn't find any coding system, probably because we used
check-coding-system to decide whether the coding system is available.

I rewrote that part a bit so that check-coding-system is only used if
it's actually available.

If you still have problems, please report them because those
coding-system things are terribly hard to get right in different Emacs
versions.
