Emacs doent come with a default .emacs file, you have to
create your own. At the same time Windows doesnt have a
clear concept of where is you home directory. You could set
a "HOME" environment variable in Windows to point to some
directory to be your home or you could just: C-x C-f ~/.emacs
and Emacs will open the file where it thinks it should be.
