[slime-devel] make-pathname on Windows

With a current SLIME on Windows XP with clisp 2.32, I was unable to
start a session if I M-x slime RET on a different drive from the
slime sources.  I saw error messages looking like this:

Compiling file C:\cc\slime\swank.lisp ...
*** - nonexistent directory: #P"U:\\cc\\slime\\"

Slime was losing the drive when making pathnames.  The changes below
fix my problem on clisp, and I _think_ they should be harmless on
systems without devices.
