Not to me.  For instance, some of the combinations are easy to
type as control chars, whilst others are easier without.  I
generally use the right control key for control chars on the left
hand side of the keyboard, and so it's natural to type C-c C-d
C-a, since I don't have to lift my finger from the right control
key.  Whereas, typing C-c C-d C-~ is tricky (~ is shifted, so
it's C-S-# here), whereas C-c C-d ~ is quite a bit easier.  So
this is a "yes, both" vote.
