I don't see Emacs 21.3.1 on ftp.gnu.org. Where did you get it from?
And can you try with another Emacs version, or without loading your
~/.emacs?

I'm using Emacs from CVS this week (GNU Emacs 21.3.50.2) and don't get
it. Weird.
