[sicl-devel] Finished coding the cons-high module.

Hello,

I finished the coding on the cons-high module which contains
functions, macros, and setf expanders for list-manipulation functions
(other than cons, car, cdr) found in the conses dictionary of the
HyperSpec. 

There are still many tests missing, so probably quite a few remaining
bugs.  If anybody feels like writing a test or two, don't hesitate
sending it to me, in particular if it demonstrates a problem.
