Version 0.1 of the cons-high module is now available for download from the SICL site at common-lisp.net: http://common-lisp.net/project/sicl/ The release contains a text explaining the essential purpose of the project, and a text explaining what the module supplies, and what it requires in order to work. The module has been thoroughly tested (we have more then 99% test coverage), but there might still be remaining defects of course.
