built RDNZL.dll for 64-bit, current state of RDNZL repository and mailing lists

I didn't have to make any changes. VS auto-updated the project file and
away it went.
All the svn repos at common-lisp.net have supposedly been migrated to
gitlab.common-lisp.net, but I don't see rdnzl there. I'll poke around a bit
more.
