[rdnzl-announce] New release 0.4.1

No need to download this one because it doesn't contain any new or
changed code compared to 0.4.0 - it's just that my laptop is alive and
well again and I could re-sync with my CVS tree.

Anyway, here's the Changelog:

  Some cleanup in docs
  All text files now have DOS line endings
