Oops. I want to make a correction.

(concatenate 'string ...)

wasn't right. I can make my code work with

(defun css-to-string (rules)
  ;;   (string-join (mapcar #'css-rule-to-string rules) "; ")
  (string-join (mapcar #'css-rule-to-string rules) " "))

...notice the missing semicolon from the string-join string.
