[metatilities-base-devel] [patch] Don't say NIL isn't an atom in docstring

The docstring for ENSURE-LIST treats LIST and ATOM as disjoint types,
which may lead to confusion for users.  This changes it to strictly LIST
and (NOT LIST), following the implementation.
