you are probably missing this: a timestamp has no timezone associated
to it. a timestamp is a certain, single moment in the universe.
timezones are only coming into the picture when you want to present
such a moment to the user... or query a timestamp from the user, who
is thinking in local (wall) times, not universe-absolute timestamps.
it's just a random implementation detail that timestamps represent
those moments using wall time in the UTC timezone...
