[lisppaste-requests] new channel for lisppaste bot

Hey,
we recently founded #lisp-pl channel on Freenode. It is supposed to be
the channel of the Polish Lisp community. It isn't very crowded now,
but we expect it to be more popular in future.

As such, it would be useful to have lisppaste on our channel. What
requirements need to be met in order to enable it?
