[lisppaste-requests] add request

I think I found a bug at paste.lisp.org. If you head to the channel
list and click on any of the links for channels that have ## in it the
links will not send you to a page to enter a new paste for that
channel. Instead they send you to a page where you have to select a
channel for a new paste. However, the channels with only # in it work
fine.
