[lisppaste-requests] Please limit lisppaste to users currently on channel

My channel, #muse, has been getting a lot of spam pastes lately[1].
Could you possibly make it so that if entered usernames don't
correspond with someone who is currently in the #muse channel, the
paste for that channel would be rejected (or ignored)?  This would
probably alleviate the annoyance.
